Article I
Membership
1. Admission
Requirements:
A. An applicant must be 18 years of age or older.
a.
An applicant and one of his sponsors must attend one (1) open meeting and be acknowledged as
a guest before a membership application shall be filed. Sponsor and guest must sign log book.
B. An applicant
shall have two sponsors who are members of this chapter in good standing for at least two (2) years.
a. A
member in good standing is one whose current dues are paid.
C. A sponsor or sponsors must be
present at the Board of Directors meeting when the application is presented.
a. Money
for dues and initiation fees must accompany all applications when they are presented to the Chairman of the Membership Committee.
D. Each application
must be individually approved by a two-thirds vote of the Board of Directors who is present at any board meeting.
E. An application shall be forwarded to the Membership Chairman for processing.
F. Each
application must thereafter be approved by a majority vote of the members present at an open meeting.
G. A decision
not to admit an applicant at any stage shall be final.
2. Dues – to obtain revenue necessary to operate
the chapter, each new member shall pay: An initiation fee which shall be at a prevailing rate set by the Board of Directors
and membership.
A.
Annual chapter dues shall be at a prevailing rate set by the Board of Directors and the membership.
a. If a member submits
an application from Dec.1 until July 1 they shall pay the full amount of the dues for the year. If they submit an application
from July 1 to October 1 they shall pay one & a half year’s dues.
B. Annual dues may be changed from
time to time to conform with changes adopted by the national or state units by a two-thirds vote of the Board of Directors
present at a meeting where a quorum is present.
C. Annual dues and/or initiation fees may be changed by two-thirds
vote of the Board of Directors and by a majority of those attending a chapter meeting called for such purpose; provided thirty
(30) days advance notice of proposed change shall have been given to the entire membership.
D. If annual Dues are not paid in
advance by January 31, members shall be suspended and no privileges of the chapter shall be exercised until the dues are paid.
Suspended members must pay all current dues to be reinstated. Members whose dues are not paid by March shall be declared expelled
and must apply as a new member to obtain membership.
E. Members in good standing called to active military duty
shall have their dues waived and may retain their membership by paying the current year’s dues within six (6) months
of their discharge. The initiation fee will also be waived.
F. Members of the Junior Chapter having been members in
good standing for at least two years in the Junior Chapter and who have attained the age of 18 years of age may, on January
1 of the year after becoming 18 years of age, become a member of the Senior Chapter by paying the annual dues.
Initiation fees of such Junior member will be waived.
G. A member in good standing of another IWLA Chapter may transfer
to the York Chapter. They must have the approval of the membership chairman and the Board of Directors. Initiation fee will
be waived.
H. Members
65 years of age or older with 10 years consecutive membership shall receive a reduced rate of dues. A member 65 years of age
or older with 25 consecutive years of membership shall receive an additional reduced rate.
a. Any member who has
been in good standing for fifty (50) consecutive years will be considered a member for life. All local, state and national
dues will be paid by the chapter.
I. The
spouse of a paid up deceased member, upon the approval of the Board of Directors, will be given the opportunity to continue
that member’s membership without applying for membership as a new member, or paying any initiation fee. Upon approval
a membership card will be issued in the name of the surviving spouse.
J. Family
Membership: A husband and wife may join the chapter as a family membership. They will pay only one initiation fee. Dues will
be at a reduced rate.
Article II
Duties of
Officers
The Board of Directors, together with the elected officers, shall constitute
the governing body and shall have general control over all officers, and the management of the affairs and policies of the
chapter and the disbursement of funds. Ten (10) or more officers and directors constitute a quorum at board meetings. The
Board of Directors shall designate as its Chairman the past president of the chapter; provided the retiring President shall
have been elected to the board. In the event the past President shall not have been elected to the Board of Directors, the
board shall elect from one of their number a member to serve as Chairman. The board shall elect from its members a Vice Chairman
to act in the absence of the Chairman. These chairmen may not be officers but must be duly elected board of director members.
President - The President
shall act as a general manager of the chapter. He shall direct and approve all the activities. He also shall preside at chapter
meetings, and perform such other duties as ordinarily pertain to the office of President, including the appointing of all
committee chairmen.
1st
& 2nd Vice Presidents - The Vice Presidents shall act as understudies and assistants to the President. Upon
the death, disability or absence of the president or any Vice President, the first or second Vice President in order shall
act in the President’s stead or in the stead of the higher Vice President foe the balance of this term of office or
until recovery unless otherwise provided.
Corresponding Secretary - The Corresponding Secretary shall handle the correspondence of the chapter
and maintain contact with the National and State Divisions on matters that pertain to the chapter. He shall be responsible
to notify the membership of all meetings.
Recording Secretary - The Recording Secretary shall keep accurate permanent minutes of all business
transacted, and shall assist the Corresponding Secretary when needed and shall perform such other duties as may be prescribed
from time to time by the Board of Directors.
Treasurer - It shall be the duty of the Treasurer to receive all monies accruing to the chapter and
home association; to deposit the funds as promptly as possible in a bank approved by the Board of Directors; to account for
the same at each regular meeting or at any time when requested by the Board of Directors. The Treasurer shall disburse funds
only on receipt of a voucher signs by two officers; except, however, the Treasurer may make payment of ordinary current expenses
as they fall due, such payments shall be approved at the next regular Board of Directors meeting. The Treasurer shall be bonded
in the amount as directed form time to time by the Board of Directors. Upon his retirement form office, he shall give a satisfactory
account of all monies held by him and shall turn over to his successor, or the President of the chapter, all funds and property
in his possession belonging to the chapter. He shall perform such other duties as ordinarily pertain to the office.
Assistant Treasurer – It shall
be the duty of the Assistant Treasurer, upon the death, disability or absence of the Treasurer, to act in the Treasurer’s
stead for the balance of this term of office or until his recovery unless otherwise provided herein. He shall be bonded in
the amount as directed from time to time by the board of directors.
Board of Directors – The Board of Directors shall meet the first
Tuesday of each month at a place designated by the Chairman of the Board. The board shall, in conjunction with the elected
officers, be charged with the management of the chapter. The board shall take action on all matters pertaining to the operation
of the chapter and its properties. It shall establish and carry out policies within the limits and conditions of the National
and State organization. The board shall authorize and approve the disbursement of all funds. It shall also keep minutes of
all business transacted and present such minutes at the next regular meeting of the membership. Disapproval of the action
of the Board of Directors shall require a two-thirds vote of the members present in which the board minutes are read. In case
any officer, member of the Board of Directors, or committee man for any reason fails to serve, his position may be declared
vacant by a majority vote of the Board of Directors. All vacancies in appointive offices shall be filled by a majority vote
of the Board of Directors until an election can be held. Vacancy of a duly elected Board of Director shall be filled for the
remainder of the vacancy by the candidate receiving the fifth highest votes in the last election. The Board of Directors shall
approve the delegates to the National and State Conventions. Delegates must be paid-up members with at least 2 years continuous
membership.
State
Director – The State Director shall attend, or in case of emergency have a representative attend, all meetings called
by the State President. He shall be the duly elected chapter representative at these meetings. He shall report all business
transactions at these meetings to the membership.
Article III
Funds and
Property
1.
All funds of this chapter shall be deposited by the Treasurer in the name of the chapter in such
bank or banks as shall be designated by the Board of Directors. All funds held by anyone acting for the chapter shall be turned
over to the Treasurer as soon as practicable and credited to the proper account.
2. All
disbursements of funds of the chapter shall be by check drawn by the Treasurer upon its deposited account after such payments
shall have been ordered by the Board of Directors and evidenced by the signature of the Chairman of the Board and Recording
Secretary; except however, the Treasurer may make payment of ordinary current expenses as they fall due: such payments to
be approved at the next regular meeting of the Board of Directors.
3. Any
person having charge or control of funds of this chapter shall give bond as required by the Board of Directors for the safe
custody of the funds of the chapter. The cost of the bond shall be borne by the chapter.
a. A
committee with approval of the Board of Directors may have their own checking account for the convenience of the Treasurer
and the Committee.
4. The President shall appoint a committee of three (3)
at the November meeting to audit the accounts of the Treasurer, and any committee handling funds, and prepare an annual statement
to be presented at the February meeting.
5. All chapter documents shall be held in
a safe deposit box in such bank as shall be designated by the Board of Directors. The trustees shall be given charge of the
deposit box, and any two of whom shall be present to open said box for removal or placing of any material there-in.
Article
IV
Nominations and Elections
1. The
annual election of officers and directors shall be held each year at the regular May open meeting.
2. At
the monthly February open meeting the President shall appoint a Nominating Committee to consist of the Chairman of the
Board and two (2) directors and two (2) members from the membership at large. It shall be the duty of the Nominating Committee
to place in nomination at the annual elections candidates for the several offices; provided such candidates have first given
their consent to serve if elected, and further provided that the committee shall place in nomination eight (8) or more candidates
to the Board of Directors, one of who shall be the retiring president, provided said retiring President has first given his
consent to serve if elected. The four (4) candidates receiving the highest number of votes shall be declared elected for a
term of three (3) years. In case of a tie vote, the incumbent members of the Board of Directors shall decide the winner of
such tie by secret ballot. Nominations may also be made from the floor of the April open monthly meeting; provided nominee
has consented to serve if elected. Voting shall be by secret Committee at the May open meeting.
3. No
member of the Board of Directors may succeed himself for one (1) year after serving on the board, unless the member has been
appointed by the Board of Directors to fill a vacancy.
4. The office
of President of the chapter shall not be help by one individual for more than two consecutive years; provided, however, such
individual has been nominated and elected each year.
5. No Member elected to the
Board of Directors may run for any other office unless he has resigned from the Board of Directors.
6. To be eligible to hold any elected office, a member must have been in good standing in the chapter for at least two
(2) years.
7.
No Member shall hold more than one elected office at the same time. Unless waived by the Board
of Directors.
8. No member or employee of the Game Commission, Fish Commission,
Sanitary Water Board or Water and Power Resources Board, or any similar State or Local agency shall be eligible to hold any
office in the chapter.
9. The caretaker may not hold an elected office in the
York Chapter #67
Article V
Committee and Duties
The President
shall appoint, subject to the approval of the Board of Directors, such standing committees as regularly constituted to carry
on the work of the chapter and such committees as he deems necessary form time to tome to carry out the aims of the chapter.
The committee chairpersons shall be reported at the September Board meeting for approval of the Board of Directors.
1. Committee
Chairman and Co-Chairman shall be responsible for all property assigned to their committee and shall be charges with carrying
out the work of their committee. The Chairman shall make the application to the Board of Directors for such funds as needed
to carry out the work of the committee. An amount of money as may be specified by the Board of Directors from time to time
may be spent without approval of the Board of Directors. Committee Chairman may carry on correspondence in line with their
regular activities on chapter stationary; provided a copy of all correspondence is file with the Corresponding Secretary.
The chapter will furnish stationary when requested. Reports of committee activities shall be presented at each monthly meeting
or to the board when requested.
Committee Duties
1. Building and Grounds Committee
shall be responsible for enforcing the Home Association rules, assisting in opening and closing the meeting rooms, attending
to the lights and ventilation, protect material and property, report breakage or damage to be repaired to the Board of Directors
Chairman and assist in making and keeping a current inventory record of material and property. The caretaker shall be responsible
to the chairman of the Building and Grounds Committee.
2. Membership Committee –
The Membership committee shall be responsible for al records of the active members of the chapter. They shall be responsible
to send out dues notice and file forms with National and State units. They shall collect all dues and initiation fees and
turn the dues and fees over to the Treasurer. The Committee shall be responsible to repot all delinquent, suspended or expelled
members to the Board of Directors.
3. Insurance Committee – A committee of three members shall each year review all insurance
policies held by the chapter and report their findings and recommendations to the Board of Directors. They shall be responsible
for all claims and administrative matters.
Article VI
Auxiliary
Junior Chapter
A. The Chairman of the Junior Chapter
Committee, along with the members of his committee, shall provide suitable programs of conservation education and outdoor
activities.
B.
The Office of Chairman and Treasurer of the Junior Chapter shall be held by a senior member of
the parent chapter.
C. The constitution and bylaws of the Junior Chapter
must be approved by the Board of Directors.
Article VII
Suspension
& Expulsion
Any member may be suspended or deprived of the use and privileges of the chapter,
home association and its property, for any cause deemed sufficient in accordance with the existing by-laws and/or ground rules.
A. Only upon
completion of the following procedure in the order listed may a member be suspended or expelled:
1. Reasonable
evidence or proof of guilt must be presented in writing to the Board of Directors.
2. The
Board of Directors shall make a thorough investigation of the accusations (the details of such an investigation shall be kept
in confidence during the investigation.)
3. Findings and recommendations will be
forwarded to the chapter membership based upon a two-thirds vote of the Board of Directors.
4. Final
action concerning suspension or expulsion shall be determined by a majority vote upon a written ballot at any regular chapter
meeting.
B.
Charges of misconduct may be brought by any member in good standing. Any member being tried for
misconduct, suspension or expulsion shall be entitled to speak in his own behalf and may be defended by any fellow member
or members in good standing.
C. The penalties for misconduct shall be determined
by the Board of Directors and shall be related to the seriousness of the particular infraction found to have been committed.
The results of the action will be sent in writing to the suspended or expelled member by the Corresponding Secretary.
D. Official
Misconduct Should an officer act in a manner unbecoming to his office, fail to abide by the duties of his office, or disregard
existing ground rules, said officer can be relieved of his office by a two-thirds vote of the membership present at a regular
meeting. Any board member failing to attend two (2) consecutive meetings or more than four (4) meetings
a year with out just cause and/or permission of the Chairman of the Board of Directors shall automatically be replaced as
provided in Article II, Board of Directors , Duties.
E. Any member convicted of
a violation of the Pennsylvania Game Commission or the Pennsylvania Fish Commission laws or any felony shall have his membership
reviewed by the Board of Directors. This could be resolved in suspension of membership.
Article
VIII
Control of Chapter Property
Construction,
alteration, change, removal or alternations of any chapter property is vested in the membership of the “Home Association”.
Management, supervision and care of all “Home Association” property are vested in the officers and directors;
provided that such authority may be delegate in writing to the Building and Grounds Committee.
A. Members
in good standing, their immediate family, when accompanied by a member, shall be permitted to use the grounds and facilities
from sunrise to sunset without permission of the Board of Directors. Members in good standing may invite, and must accompany,
personal guests, not to exceed six (6) persons, except for the use of the Trap Range, Rifle Range, Pistol Range, and Black
Powder Range where only one (1) guest is allowed.
a. Immediate family shall
consist of the member, their spouse and any unmarried children less than 18 years of age.
b. Misuse
of membership card is a charge of misconduct.
B. Groups of fifty (50) persons or
more when sponsored by a member or members in good standing may upon filling out an application, if said application is approved
by the Board of Directors, use the grounds, facilities and buildings.
a. At
no times shall the pavilions on the lake side of the groups be reserved.
C. RV Trailer
Rallies application shall be presented to the Board of Directors by the Chairman of the Trailer Committee. Upon filing and
approval by the Board of Directors they may use the grounds, facilities and buildings.
D. Members
in good standing may park trailers in designated areas for camping purposes. Members must, however, notify the care taker
that they are using such area. Members may only remain for two (2) continuous weeks at that location.
E. Members
of the Junior Chapter may use the grounds and facilities, providing such use are an approved activity of the Junior Chapter.
They may also have the use of the grounds and facilities providing they are accompanied by a senior member or by an adult
approved in advance by the Junior Chapter Advisors.
a. Use of all ranges
must be accompanied by an adult member.
F. No member may enter the grounds after
dark (unless a scheduled event) without first checking in with the caretaker. All members must be off the grounds by sunset,
unless camping overnight or attending a scheduled event.
G. All ranges will not be open on
Sundays until 9:00am.
Article X
General Rules
1.
The proceedings of this chapter, its directors and committees, shall be governed by and conducted
according to the latest edition of Robert’s Manual of Parliamentary Rules, except as otherwise provided.
2. The
fixed other of business at the open meetings shall be:
A. Invocation and pledge
to the flag.
B. Reading of the last open meeting minutes;
C. Reading
of the last Board of Directors minutes;
D. Treasurer’s report
E. Membership

Or as fixed from
time to time by majority vote.
3.
No Statement of policy to commit this chapter on any matter shall be proclaimed until it has
been presented to the Board of Directors and the recommendation of the board received.
4. Proposed
projects, matters of finance, measures pertaining to operation of chapter property and other matters of special importance
shall first be referred to the Board of Directors for their recommendations.
5. No provision contrary to the provisions of the Nation of State organization shall be permitted to stand as part of
the chapter Constitution and by-laws.
